Statement on President Trump’s Comprehensive Plan to End the Gaza Conflict

According to White House, President Donald J. Trump has congratulated the formation of the National Committee for the Administration of Gaza (NCAG), marking a step forward in Phase Two of his Comprehensive Plan to End the Gaza Conflict. The NCAG will be led by Dr. Ali Sha’ath and focus on restoring public services, rebuilding civil institutions, and stabilizing daily life in Gaza.

The initiative aligns with United Nations Security Council Resolution 2803 (2025), which endorsed the President’s plan and welcomed the establishment of a Board of Peace. This Board, chaired by President Trump, has formed an Executive Board comprising Secretary Marco Rubio, Steve Witkoff, Jared Kushner, Sir Tony Blair, Marc Rowan, and Ajay Banga, along with Robert Gabriel. Each member will oversee a critical portfolio for Gaza’s stabilization.

Supporting the Board’s operations, Aryeh Lightstone and Josh Gruenbaum have been appointed as senior advisors. H.E. Nickolay Mladenov will serve as the High Representative for Gaza, acting as a liaison between the Board of Peace and the NCAG. Major General Jasper Jeffers has been appointed Commander of the International Stabilization Force (ISF), responsible for leading security operations.
