TS/SCI refers to the combination of a Top Secret clearance with access to Sensitive Compartmented Information. It is not a separate clearance level but rather indicates that someone holds both qualifications.

Understanding the Distinction

TS/SCI is often misunderstood as a single clearance level. In reality, it represents two separate determinations[2]:

  1. Top Secret clearance - Eligibility to access Top Secret classified information
  2. SCI access - Additional approval to access sensitive intelligence information within specific compartments

You cannot have SCI access without first holding a Top Secret clearance, but having a Top Secret clearance does not automatically grant SCI access.
